Try right clicking the executable. go to properties then at the top go to compatibility. At the bottom you should see settings. select run in 640 480 screen resolution. This might get you going.

I have Windows 7 and am currently running SMP. I have it on computers running 32 bit version of Windows 7, and on the 64 biut version.

What version of the game do you have? If downloaded, where did you get it?
If not downloaded, are the installation files on CD or DVD?

Where is it installed? SMP is a 32 bit game. If you're running a 64 bit version of Windows, the game should be in the C:\Program Files (x86) folder.
If you're running the 32 bit version of Windows, the game should be in the C:\Program Files folder.

I would like to be able to play on my Windows 10 machine with DirectX 12. I'm getting a DirectX error. I have the CD version.

Did you install the version of DX9 that comes with the game disk?
Did you try running the game in Windows XP compatibility mode?
Is your version of Windows 10 32 bit or 64 bit?
What folder did you install the game?

I talked to the governor about your problem. He seemed to be stoned out on pot to be of much help.

There is no hope to make your game run on any new computer. The reason for this is the DRM security that were put on those cd in those days.
The bad news is that you can throw away all your old games on cd format (most of them).
The good news is that there is a site that has cured most of this old games and put it back on the market. It is GOG.com.

It is legal so you'll have to pay for the rights, but some games like pirates! are dirt cheap some are not...there are some great promotion though...I recently bought Pirates! for 2.99.
Here is the link...sadly it is now back at 9.99
https://www.gog.com/game/sid_meiers_pirates

I know it is odd to have to pay twice for a game you own, but once you get over it you'll have the pleasure to be able to play those great old games again.

I suspect that the problem is the version of DX, and NOT a DRM problem. For DRM, the CD version of Pirates uses a keycode printed in the game manual.

I'd try reinstalling the game as an admin, or running the game in XP compatibility mode, or running it in SAFE mode, or downloading and installing DX9 from microsoft https://www.microsoft.com/en-us/download/details.aspx?id=34429 before buying the game from any site.

Additional comment: I just switched the operating system on my 64 bit PC from Windows 7 to Windows 10. Sid Meier's Pirates runs fine in Windows XP (SP2) compatibility mode.

Windows 10 requires the Sid Meier's Pirates v1.02 official patch to remove securerom from the game.
There is still a Disk presence check, use a NO-CD fix
to bypass this or leave the Game disk in your DVD Drive to play.

The GOG version of Sid Meier's Pirates is an alternate option.
(patch 1.02 should already be included)

Windows 10 prevents the securerom driver from loading by Microsoft's design.
Windows updates do the same for previous Microsoft OS versions
but the update can be uninstalled, not the case with Windows 10
as part of the core OS.

Further info on this here

Windows Vista/7/8 update prevents some old CD-ROM games run
http://www.hookedonpirates.com/forums/viewtopic.php?t=7775

Also covers Windows 10

Sold out Software Sid Meier's 2008 Blue DVD-Rom game version
patched to v1.02 runs fine on Windows 10 1909 (current build)
with no compatibility mode settings required.

I have known games to stop working after upgrading an OS
from a previous version. Windows 10 Feature updates may do it
as well.
Best practice may be an uninstall and reinstall of the game.

Stash a copy of this folder somewhere.
C:\Users\your profile\Documents\My Games\Sid Meier's Pirates!\

your mileage may vary on this, so try the game first.

There are known issues with the Game's resolution changer
not working correctly with modern systems,
Manually edit the game config.ini file to fix this as not an actual
DirectX problem but rather an invalid resolution entry in the
config.ini file here
