Well, that was a bust.
Frigates used to have a forecastle in the front and a quarterdeck in the rear above the main deck. They mounted extra guns of smaller size on them.
But sometimes there were problems with the deck "hogging" ( the ends sagged under the weight ) or sagging ( the middle did ). So ship builders added gangways on each side connecting the foc'sl and quarter deck to tie the ends together and strengthen the ship. This made for a sort of balcony or gallery. The spars ( top masts and cross pieces ) were stored across the opening, sometimes the ship's boats were too. This made for a single upper deck known as the spar deck.
Over time the gangways became broad enough to mount guns on, and the central openings were covered with gratings to prevent things from falling below. Frigates became "Flush decked".
