Why the heck can't I have horse units?

If you attack a city and it doesn't let you instate a new Governor, leave town, then turn aroudn and attack again.
The town's militia will be reduced significantly.

In game terms, yes.
But imagine the "real life" situation...
"All right, lads, we've just sacked Caracas, and I know you're all tired and hurtin' after that horrific struggle, and it's a pity about Black Tom and young Jem and the others, but we failed to chase that Spanish governor out, so you'll just have to suck it up and try again."
At which point your loyal crew shoots you -- it's too much work to hang you -- and chooses a new captain.

In a "real life" situation, I don't think the captain is going to be thinking about giving the town to anyone. He is going to be thinking about plundering, pillaging, and burning. _________________ Prince John: Save me, save me! Hurt them, hurt them!

re-attacking in that situation makes more sense than defeating a Ship of the Line with and damned War Canoe.

Not (strictly) true. I sacked a town about 15 times (last 10 were 1 on 1 fights with the captain and the last 5 for 0 gold each!) and could not convert it. However, I was down to about 35 men (v 15 guards). I ended up sailing away, getting another 40'ish men and coming back to sack it. Another fight with the guard and then I could convert it.
I think there is a minimum number of men that will allow a conversion. |

I think so too..... in the old version of Pirates it was a matter of Pirate to Population ratio... that made converting cities much tougher actually _________________ HaP! Real Pirates hang out there! |

I discovered last night that you can't convert a city if you have no rank with no nation.
The French and English were at war. I attacked a French city several times without it letting me convert.
So I went to a English town, got a promotion, then went and attacked again. This time it let me convert it to English. _________________ "To Wives and Sweethearts! May they never meet."

You can add that I attack Antigua attempting to turn it over to Spanish rule. I couldn't convert the first time, but I did thouroughly rout them.
I attack again, and not only is the terrain different, but they picked up a squad of calvarly in the week I was in town and the 2 days I was turing around to attack again.

The same thing happened to me last night when attacking Puerto Bello. No cavalry the first time, but the second time they bring out the horse brigade. Three rounds from my buccaneers turned them all into corned beef hash, though.
