Maybe Falconer or Wolfwood can get permission to host it on this.

yeah, I thought that might be the case. Sure do wish I could find a way to get it, though.

I don't mean to be a jackass, but I read that; that link goes to strategyplanet which has a link to fileplanet, which apparently nolonger hosts that particular file.

There's a GUI FPK Packer available at the Galaxy Productions (formerly ChronoWerx) website (http://www.galaxyproductions.net/). You have to register and be accepted, but when that happens just go to the Downloads section... and it's all free!

Because the instructions for use doen't seem to be bundled in the ZIP file, here are the ones Red Jacq obtained and I copied:
==============================================
Packing files:

Check if the application status is PACKER (if the caption on the button is pack then you are good to go). If you are not go to File-->Pack and you should see the caption of the button changing from Unpack to Pack. Specify a location and a name for your new pack and a directory from which all the files will be loaded. Press the button and wait untill the process finishes.

Note1 : The packer will load all files in all sub-folders of the folder you selected. The folder structure is not saved however, so if you have 2 files with the same file name in different folders it wouldn't be advisable to load them both in the package.

Note2 : The application will not double check if you are going to overwrite an already existent package, so be careful with filenames.

Unpacking Files

Check if the application status is UNPACKER (if the caption on the button is unpack then you are good to go). If you are not go to File-->Unpack and you should see the caption of the button changing from Pack to Unpack. Specify the location of the package file and a directory where the contents will be unpacked. Press the button and wait untill the process finishes. (The contents of the log box will flicker untill the app finishes).

Well that is a blooming shame! It is freeware software so if anyone is willing to host it I will be more than happy to send it to them.

The only thing that edits unit values is a trainer but none have been made for the 1.02 patch but if you would like some for the unpatched version I suggest a few. I am trying to get into those data files but I haven't figure it out so far I have edited values using trainer but those use memory allocation values and do not edit the program itself.

Looks like modding just got a little easier. Firaxis made their .FPK packer/unpacker available online. It was made available to fix an issue in Civ IV, but it packs and unpacks the Pirates files just fine (I just tested it out).

Now you don't have to worry about dealing with the command line (this has a gui), or worry if the downloader for the gui version works anymore. The utility is currently available at www.civfanatics.com, but here's the direct link:
http://www.civfanatics.net/downloads/civ4/utility/PakBuild.zip

It would probably be nicer if someone here could mirror it so that we're not using up CivFanatics bandwidth.
