Welcome to the forum Yonathan. Every lost city, lost relative and buried treasure are randomly placed when you get the first piece of the map and are different in every game. You will always find a landmark (rock in the water) with each of these even if it is not shown on the map. Find a landmark somewhere north of Vera Cruz and start there. Go ashore and find all the geysers. When you find a geyser that you can't walk through and have to walk around it, that is the area where you will find the lost city. It will be somewhere in the area I've marked in red in this map but one of the most common areas for lost cities as well as Montalban's hideout is where the red x is.

Welcome to Cutlass Isle, Yonathan!
The advice of loki59 is always good. You will indeed get used to certain patches of coastline and know where to find treasure. The spot he indicates is a highly likely area.
Maps that are "north of Vera Cruz" often entail a long search up the coastline; I searched for one Lost City for a whole year of game time before I finally found the right landmarks. And, whenever you can't walk through a landmark, treasure of some kind is close by.
Be patient, and good luck!

Hello Yonathan, and welcome to Cutlass Isle (again)!
While Dave the Knave and loki59 are giving good advice, one tip that they haven't said is to land near seamarks. While your map doesn't have any, the game still spawns the treasures near seamarks. It's how I found Montalban's hideout with http://i36.photobucket.com/albums/e47/RoamingArcher/LostHideout.jpg _________________
