I don't know about the movies, but in the books, the hobbits smoke "pipe weed," and, coincidentally, the Hobbit and The Lord of the Rings became mass market popular in the 60's, when another kind of weed was becoming very popular. This has naturally caused some speculation.
According to the site I cite below, Tolkien said that "pipe weed" is really tobacco, so Bilbo probably wasn't really a doped up hippie.

Pipe-weed is literally what it says: a weed substance for smoking in a pipe. In this case it was tobacco.

Tobold Hornblower was the first to cultivate it, and later it was exported, so I'd say yes.
