Hello,
I've reinstalled the game from the original disk, applied the patch, also the french language patch and use the no-cd fix.
OS Win 8.1 64 bits.
The game works fine.
But it's really impossible to save the game. First time I see that! I still had the Atari version somewhere...
In C:\...\My Games\Sid Meier's Pirates!\ I have 4 files:
arrivée .pirates_savegame
config.ini
KeyMap.ini
quitter.pirates_savegame
And that'all!
No slots or something else.
When I try tu use the S key, nothing happens.
In the KeyMap.ini file, I have:
QuickLoad_L = C
QuickSave_S = S
ReturnShip_r = r
I've tried to add an exclusion in my antivirus, change the properties of My Games folder and run the game as admin.
Nothing helps but maybe someone here?

I've never heard of anyone having that problem before today.
Try making a copy of quitter.pirates_savegame and renaming it slot1.pirates_savegame

Saving a Game
You can save a game while at sea or on land — but not while in town,
during a conversation, or during a battle. Press (shift-S) to Quick save or
hit (Esc) to open the Information Screens and then navigate to the
Save/Load menu.
Auto-Save
Pirates! saves your game automatically each time you enter a town,
get involved in a battle, or quit the game.
Loading a Game
You can load a game while at sea or on land. Press (shift-L) to load
your last Quick Save or hit (Esc) to open the Information Screens and
then navigate to the Save/Load menu.

During character creation the only option is to make a name.
Cause:
Antivirus 'safe file' feature preventing programs from making changes in the My Documents folder. Bitdefender in my case.
It ended up being my Antivirus (Bitdefender). It has a 'safe files' feature that prevents programs from making changes in your My Documents folder. Your savegames go in ...\My Documents\My Games\Sid Meier's Pirates!\slot#. Because the Antivirus won't allow programs to make changes to files in My Documents, or any subfolders, the game cannot save. This has affected quite a few games, Pirates! included. This feature can also be called something like 'ransomware protection' or 'cryptolocker protection'. Different Antivirus companies call it different names.
The solution that worked for me is to find the feature in your antivirus and add Sid Meier's Pirates! to the list of 'whitelisted', or allowed programs. This gives Pirates! permission to put savefiles into the appropriate folder. The same procedure must be done for any game that cannot save because of this Antivirus feature.
Other solutions would be to remove the My Documents folder from the list of 'safe files' (less safe). Alternatively, you can turn off the 'safe files' feature altogether (least safe). It's worth noting 'safe files' is a feature used to prevent cryptolocker viruses from encrypting your My Documents folder and holding you ransom for the encryption key. Much of what you create and save on your computer goes into the My Documents folder, so this is a good security layer to keep enabled. The downside is that it will keep random games from being able to make saves in that folder.
