Well I wouldn’t give up on it if I were you unless I just didn’t want it bad enough to go through the pain of doing it. There is some nifs to be renamed and some kf files but it might could be done

Well the fence animations should be the same for both the player and the enemy, and about the dances, well i could leave the player with the original jacket, a sort of Governor's Party uniform....

Try it out it might work halfway decent but I’m expecting you won’t like the pistol duel animation part and there may be other issues but that one I’m expecting right off the top of my head. You will need to replace the nifs that gain the fencing items such as the leather vest etc.

sounds like u have the skills. Its the fortitude. Unlike skyrim etc. Sid and the boys didn't make clothing and weapons an "element" that the game engine renders if the character has them. Each change is a different nif. If I understand you, you want the more formal long jacket vs short jacket. I would start with the dancing nif: open the PC (dancing nif whatever the real name is) pull down the bottom and reweight it between the thighs and calfs so it follows the leg. If you don't add or remove any vertices even the uv's won't have to be changed.
