included modern Belgium and Luxembourg, as well as parts of
northern France, the southern Netherlands, and western Germany
If the Baron is doing a weekly or so shuttle between say
Barcelona and Antwerp
Pick one, save your game & lurk outside
(some distance from the port, in case you want to visit the port later)
and wait for the Baron to show up. (Ensure you have enough food)
(may be helpful to use the telescope view, if you have it,
to check the horizon, as may show ships not yet in the top down view)
When the Bartender or Barmaid tells you the baron is at a location
you need to check on ships when sailing there, chances are the baron
will have left when you arrive, having sailed on between the 2
Spanish ports.
Capturing Ports & Install a different nationality Governor,
is one way of reducing the ports the Baron can sail between.
Since The baron will probably stay a week at the port, you
could always follow him into the port and visit the tavern.
Should have a sword fight duel option with him there.

Damn, I've seen named villains actually making the trip up and down the coast between the Spanish Netherlands and the Mediterranean, but I could see the game dealing with big gaps like that with just teleporting. Sorry it's affecting your game.
I think you'd be forgiven for using Phalzyr's trainer alongside the game and teleporting next to him, lol, especially after having done the trip already. I'll think of ways to try and fix it... in the meantime try taking over the Spanish Netherlands and giving it back to Holland! Lol, take away the northern ports completely

Don't know if others have run into this, but it ended up breaking an otherwise very successful run for me. The Baron showed up in Barcelona, and I'm in Dublin. OK, no problem. I'll gird myself for a run around Iberia. Get down there after fighting enemy, storm and wind, to find...he's gone and now in Antwerp.
He's in BELGIUM? WTF.
OK, so maybe I missed him somewhere along the way. Start making my way back north, get about to France...he's back in Barcelona. Argh.
Anyway, long story short, the Baron seems to bounce back and forth between Barcelona and northern Dutch ports as though he was just teleporting through Europe. I eventually had to give up on the game.

Running the Windows SFC tool tends to be the one of the standard
Microsoft support suggestions to eliminate any possibility
of Windows OS File corruption.
It is often suggested with troublesome Windows updates
even when the issue could be with the insufficiently tested update
rather than the OS.
Probably on the Microsoft standard support response script.
With the Game or mod you can uninstall & reinstall them as required
as a last resort.

The characters use nif. files and only a few people have successfully created a new nif. that actually works in the game . None are currently participating here at the moment except Fleetp but his nif. work was limited and so yeah it’s a challenge they say. What do you want to change in the European mod? I do have experience with the executables etc.
