Firaxis made their .FPK packer/unpacker available online. It was made available to fix an issue in Civ IV, but it packs and unpacks the Pirates files just fine (I just tested it out). <br /> <br />Now you don't have to worry about dealing with the command line (this has a gui), or worry if the downloader for the gui version works anymore.
