Some time ago, when I was first messing with the game economy using the Phalzyr trainer, I made some unusual observations that I think also warrant mentioning.
I converted Antigua to a Pirate city and attacked their shipping. They sent out Sloop and Brigantine smugglers, and Sloop, Brig and Frigate Raiders. In short order, they sent one Raider to a nearby settlement and conquered it! (I have observed Raiders conquering settlements with a single cannon shot). Afterwards, the settlement had an off-black color and other strange attributes. I sailed into the settlement and the voice of a Dutch Governor could be heard requesting me for a mission but the screen was mostly white. I escorted the Governor Sloop to Antigua and he went in.
My attacks on their shipping caused well fitted, Frigate "Pirate pirate-hunters" to come out for me. A pretty cool outcome. However, they did not produce Large Frigates SOTL's or New Warships. Their smugglers did contain the usual smuggled items. Their Wealth did respond to new Governors but no Treasure ships. _________________ I've got mail!

I just tried it again but with the entire world as Pirate cities (except one Indian settlement) and 4 Spanish cities as bait. Here is the result:

How do th' pirate cities look/work? When I tried it, Tortuga just b'came a pirate haven. Nothin' special, just a normal pirate haven. _________________ The Code is the Law. |

Yes, they behave mostly like Havens but with some exceptions. You can't meet the governor, etc. but they send out ships. I did it as an exercise to observe the towns but there may be more to see. _________________ I've got mail! |

Ah, I didn't wait that long. So they gets new governors an' such? Ye can't meet with th' governor, but do they behave different than a "normal" haven an' more like a town in any other way? What kind o' ships leave an' enter? Who be they aligned with? _________________ The Code is the Law. |

Here is a set-up on a Save Game I use.
Here is the Pirate Settlement after a Pirate Raider Sloop out of Antigua conquered it.
