Localization Work. Please help...

Hello everyone. I'm going to start a translation for this game.
I extracted lang0.FPK using this tool; https://drive.google.com/file/d/1XYuZgy0zGBbR48tNy6oyC9ItmRGYFKGu/view?usp=sharing
And here I found the str_eng.str file with the dialogs in the game.
Then I converted the str_eng.str file to a txt file with the file here;

But when I package the files after editing, the language in the game never changes. Are the language files hidden somewhere else?
In the past, there were languages of other countries in the game. For example, this file; https://drive.google.com/drive/folders/1aNm6MvJye5V2xywGjViBcPwLgiFi-bn7?usp=sharing
But when I replace this file with the original one, the result is still the same.

Only the original Retail Disk Game was multi language.

Steam & GOG versions may only be English only

The game detects the language in use by your Windows by looking at a setting found in your Control Panel > Clock, Language, and Region > Change date, time, or number formats window.

Changing that entry will influence the game's language.

For example if you picked "Spanish (Spain)" you would play in spanish.

The setting takes place on the fly.
No need to reboot or log off and back on. And no need to touch anything in your game files. Just launch and play
