Sony PSP is discontinued hardware.

According to 'pedia

Hardware shipments of the PSP ended worldwide in 2014.

production of UMD Disks ended when the last Japanese factory producing them closed in late 2016.

The PSP game store shut down way back in 2016
(PSP content may still be available from the PS3 and PS Vita stores).

PSP Pirates! game probably still available used from Amazon or Ebay
or bargin bin etc

Yeah, there may be ways to mod old PSP games but I wouldn't have any clue where to start

Apparently the PPSSPP - PSP emulator for PC or Android

PPSSPP

has a texture replacing function

(A Search on Youtube may have more info on PPSSP Emulator Texture Replacement)


But there is no real advantage to using this on a PC for PSP Pirates!
when a Pirates! Windows PC game version (with additional mods)
is already available from GOG or Steam.


An actual PSP would required cracked firmware to run
any sort of modded PSP game

Not a Trivial Mod

(i.e. a modded PSP ISO game image

either try Pirates! Custom override folder or
replace textures in the Game archives

assuming you can extract & repack the PSP Pirates! game archives
and textures are in the correct required PSP format or resolution.
( a lot of assumptions)

This Requires Testing on a PSP with suitable firmware
so good luck with that

Try a google search to locate the original PSP game ISO Image
as of questionable legality)

extract files from a UMD ISO and will help you put a file you modified back into a UMD ISO.


EDIT:

The PSP Pirates game dates from about 2007

other than PPSSPP PSP PC emulator Texture replacement
no mention so far of any PSP Texture mods for any PSP games
and there are good reasons as to why this is so.

Most simplest solution so far is a Windows PC & Windows Pirates game
with mods
