Have not yet ran into him...nor have I heard of him elsewhere.

He kidnaps your girlfriend.
At one point in courtship, you will visit the Governor fo the girl you are trying to marry. He will tell you she's been kidnapped.
So you hunt down Colonel Mendoza, kick his ass, then rescue your sweetie, then return her home.
The next time you visit (you can leave town, and turn right around and go back if you want) you get to marry her.
Colonel Mendoza also gives some good gold when you catch him.
You can exploit this to where you are courting several girls, and have several Mendozas out there just for the cash _________________ "To Wives and Sweethearts! May they never meet."

Actually you don't have to leave town, at least not in the European version. Just visit the gouverneur a second time, then you can propose to the girl. |

I have the North American version and I do not need to leave town for this. I usually just go to the tavern, then return to get it. Same with multiple issuing me of land, rank, and the suitor fight. _________________ The Spirit of the Cav is reason enough to fight! |

I must say that the people here at Cutlass Isle are much nicer than the people at Addicted to Pirates. I posted this same screen shot and the most common response I got was 'nice photoshopping!' I had to post a log shot, saved game, mothers maiden name, etc, etc. |
