I've been doing some testing on Immigrants. A new ship of Immigrants appears to increase the population of a city by 1000. New Governors raise a city one level in the index of Poor, Modest, Prosperous and Wealthy. Is that right?

I think you are correct. I trailed a governer to a town, and the town turned into a prosperous one, so your theory i'd say is correct.

If I remember right, governors, pirates and rare plants affect wealth (poor...wealthy), immigrants and indians size (outpost...capital). |

Your right. If you are near the port when the governor arrives you get a pop up;'...The economy flourishes'. Immigrants increases the city population although I am not sure about the 1000. I thought it was less.
