I've been obsessed with "spicing up" my games, and have taken to recording what happens during the game via short notes; then fleshing those out into a rich story (I do this for each pirate I play now) using a trainer to make some unique things happen. I say this to explain my question;

My current pirate is looking to "retire" and buy and run a sugar plantation. I decided I would do this by making his "home base" a settlement that sends out those seedlings ships. But I cannot find one. Every settlement I visit the mayor tells me he's been appointed the governor of city-X and assumes I'll escort him blah blah blah. How can I tell/ensure that a mayor will give me a seedlings mission? Is there a way? Perhaps you modders could help me out most. Any help would be appreciated.

I haven't investigated this formally, but I think you get seedlings offers when the nationality of the settlement is very upset with you; the mayor thinks it would be far too dangerous to trust you with his person.

The way to investigate would be to play along until you get a seedlings offer, then save the "arrival" savegame. See if you get the seedlings reliably if you keep entering the same settlement.

I will try that; and I'll post the results. In the meantime, if anybody could "formally" investigate this I'd appreciate it, in case my research is inconclusive.

Ok, so I started a new pirate and used my buddy the trainer to run some tests. I ran them all with a settlement just south of Vera Cruz; using the trainer to give myself;

All the Special Items,
A rank of Major for the Spanish, Captain for the Dutch and English and Admiral for the French,
A Spanish bounty of 22000 (-22 approval rating) gold pieces for my capture,
An approval rating of 15 and 22 with the Dutch and English respectively,
An approval rating of 33 with the French.

I then used the trainer to change to nationality of the settlement to each nation in turn; getting the same result from the mayor after reloading last arrival a total of 4 times each. The breakdown is as follows;

Spanish, "I've been appointed governor of Vera Cruz, blah blah blah etc."
English, "I've been appointed governor of Grand Bahama, blah blah blah etc."
French, "I've been appointed governor of Florida Keys, blah blah blah etc."
Dutch, "Our farmers have developed disease-resistant sugarcane, etc."


Based on these results, I think you only get seedlings if the settlement is far away from any city of the same nation. Really far, since this settlement south of Vera Cruz was sending governors as far as Grand Bahama. Where my latest pirate is planning to settle is just west of Trinidad, I fear it's too close to cities of all nations to be able to do seedlings. That's just a guess though, I hope I"m wrong. Any more data would be appreciated.

An anomaly in my recently discovered data. I was actually continuing this pirate's story; I saw a Pirate Haven (Blacktown) on the long, thin island just north of St. Martin. For some reason I thought it might make a good plantation, so I saved it and ran my test. Here are the results;

Spanish, "I've been appointed governor of San Juan, blah blah blah etc."
English, "I've been appointed governor of St. Kitts, blah blah blah etc."
French, "I've been appointed governor of Guadalupe, blah blah blah etc."
Dutch, "Our farmers have developed disease-resistant sugarcane, etc."

Keep in mind this settlement was as close to St. Martin (which was still Dutch as was St. Eustatius) as it could possibly get; which makes me curious as to what actually determines when and how you get seedlings. If anyone would care to check?

Maybe you are going about this backwards. Is it possible that "seedlings" is the default and "new governor" is triggered by some frequently occurring condition? And that the Dutch, with fewer cities, have less opportunity to trigger that condition?

Perhaps if the nearest city of that nationality is wealthy (and so would not benefit from a new governor), you get an offer of seedlings instead.

Reasonable assumption. I just wish I knew for sure. The trainer crashes the game when I use the "make wealthy" button so I can't test it. Oops

Maybe you could make some Dutch cities poor then, in your test savegame. You could always sack them a few times.
