Dell won't ship energy-hungry PCs to California and five other US states due to power regulations
Energy efficiency rules appear to be limiting the availability of gaming rigs

Dell is no longer shipping energy-hungry gaming PCs to certain states in America because they demand more energy than local standards allow.

Customers seeking to purchase, for example, an Alienware Aurora Ryzen Edition R10 Gaming Desktop from Dell's website and have it shipped to California are now presented with a message that tells buyers they're out of luck.

"This product cannot be shipped to the states of California, Colorado, Hawaii, Oregon, Vermont or Washington due to power consumption regulations adopted by those states," the website says. "Any orders placed that are bound for those states will be canceled."

Dell confirmed to The Register that the California ban was down to power consumption regulations, saying:

Yes, this was driven by the California Energy Commission (CEC) Tier 2 implementation that defined a mandatory energy efficiency standard for PCs – including desktops, AIOs and mobile gaming systems. This was put into effect on July 1, 2021. Select configurations of the Alienware Aurora R10 and R12 were the only impacted systems across Dell and Alienware.

Computers on Standby, Sleep or hiberation or what ever you want to call
it are using too much power, so new energy efficiency standards
are now rolling in for new Computer Systems.

Computers in active use (powered on) are not covered.
The more expandable a computer is the more yearly energy
allowance you have.
There is a formula as to how they work this out
along with pre-calculated result tables.



Custom home build machines from components
are not covered.
Servers are also not covered.
There may be other exemptions as well.


New branded or badged OEM build purchased machines
i.e. Dell, HP, Leveno etc
have to be certified to meet new California, Oregon, Washington, Vermont and Hawaii energy standards to be sold there.

Typically where California go, the rest of the US will follow.
EU probably have equivalent Standards.
(EU & California often do peer review each others legislation for inspiration)
Certified products that meet both will become the new norm.

Suggest you fully watch JayzTwoCents youtube vid on this (link above)
as gives an overview of a complex subject as simply as possible.


Gamer machines which are highly expandable have a higher energy allowance and bizzarely are less regulated than low energy less
expandable systems.
As explained by JayzTwoCents, appears to be best to go all in with
high performance Graphics and memory in your new gaming system.

New windows 11 Systems should be interesting as
as now have to meet these new energy standards as well
as the increased Windows 11 requirements.
