Did anyone ever determine a surefire way to spawn SOTL?

I figured, with the expansion of speedrunning over the decades, that someone would have figured out an exact spawning method, rather than just annoying people until they got arbitrarily mad enough and spawned one. Is this the case?

Getting a Ship of the Line is tricky. There's no real way to make this easier;
they are all New Warship types and those are mostly random. They seem to appear more often if you harass a certain nation a lot, but it's mostly luck. I seem to have slightly more success going after the French for one than the Dutch or the English, but that may easily be luck of the draw.

New Warships randomly spawn from settlements or ports and sail to a random other port belonging to the same nation. They can be any kind of Sloop, Brig, Frigate or combat Galleon, including the biggest ones; this is the only way to see a Ship of the Line, or a Flag Galleon if you don’t count Montalban. New Warships appear to spawn mostly randomly, but more seem to appear if you harass a nation a lot by attacking its ships and ports.

Q: Where can I find a Ship of the Line?

A: Ships of the Line spawn only as "new warships" (previous information that they can be pirate hunters as well appears to be incorrect). It appears that a nation spawns more of these the more you harass them, but it also happens spontaneously.

One thing to keep in mind is that Spain does not use Frigates of any kind,
so they're out. Keep an eye on the other three nations instead.

To get an SOTL.

Escort governors and sugar plants at every opportunity to enrich target cities (non-Spanish). Attack only their treasure ships and their defenders.
Do not attack merchant ships.
This increases their wealth enough to afford to build SOTLs.
Attacking only treasure ships is enough to cause their cities to send out warships.
This map has had most settlements changed to English with the PH trainer but this strategy works without a trainer albeit with far less warships.
It also helps to minimize pirate attacks on those cities either by sinking pirates or using the trainer to convert their bases to settlements.
Note: There must be at least one pirate base somewhere on the map


Spain does NOT use SOTL, instead uses War Galleons
unless modded (SOTL procedure may not work for Spain)

I'm starting to wonder if my computer (which was garbage twenty years ago) just had a glitch in it. Within 20 minutes of annoying the English they spawned two SOTLs for me. I distinctly member it taking days or even weeks to get it to happen.
